This study examines how the idea of segye shimin – ‘global citizen’ in the Korean language – has been communicated and interpreted since the term first became visible in South Korea’s public discourse two decades ago.

Through content analysis of more than 1700 media references to segye shimin as well as personal interviews with individuals connected to these statements, the research illustrates in detail how the idea of global citizenship has actually emerged and evolved in contemporary South Korean political culture, often in ways that contrast with prevailing understandings of global citizenship in the ‘West.’

The study casts new light upon South Korea’s democratic transition, its rising affluence amid persistent social and economic inequalities, and its ongoing shift toward a more culturally diverse society, while also pointing the way toward more extensive comparative research into the practices of global citizenship across multiple countries, continents and cultural settings.
